if someone happens to delete thier account for some unknown reason, and then decides to come back, is it possible to re-activate the same account?

Nope.  A deleted account is erased from the server.  They can create a new account with the same name and password, typically, though.

Assuming the account is deleted (I'm not sure if the setting for admin approval is enabled), it's gone. I can "re-attribute" posts, however, so any posts that are now "guest" posts can be counted toward a different user login.

Edit: I checked, approval is not required. A deletion is automatic and instant.
