In Japan, anime just means animation.  But since you're asking about Avatar in an English board in the Anime section, I assume you're not Japanese.  Every other country defines anime as FROM JAPAN.

Good enough?  It's not like something has to be quality to be called anime.  Bobobo is an anime and I'm sure that not everyone likes it.  Avatar, which I cannot judge on the quality since I do not watch it, may or may not be good.  But it is not anime.

Just because an animation is good does not make it anime.  I loved Recess and Mighty Max but that doesn't make it  anime no matter how good I think it is.

Uhm, anime doesnt have to be good.  It has to come from japan.  And be animated.  That's the only requirements.  Which Avatar fails.

As I said before, I have not watched it.  It could be the best American cartoon ever, for all I know.  But it does not follow most people's definition of anime, no matter the quality.
